I think it’s unachievable, but it does establish a modus operandi for improvement rather than a lackluster acceptance of the status quo.

In our risk-averse world, it seems that zero accidents is what the FAA and society honestly expects us to achieve through enforcement and regulation. Unfortunately what it really does is reduce flying activity as the time and cost to make a flight increase.

“Zero accidents” is a truly misguided goal, for the only time we’ll achieve it is when we’ve stopped flying altogether.
